✔Stormwater Rate Study–  
The City operates a 
Stormwater Utility that 
manages infrastructure 
designed to reduce flooding, 
control erosion, and 
protect local waterways, 
including Puget Sound. To 
keep the system reliable and meet regulatory 
requirements, the City recently completed 
a comprehensive rate study. This study was 
presented to the City Council to share the results, 
which concluded that future revenue increases 
will be needed to maintain current service levels 
and fund critical infrastructure improvements. 
The recommended rate structure includes annual 
increases of 5% from 2027 through 2031, followed 
by a 2% increase in 2032. For a typical residential 
customer, this would result in an increase of 
approximately $1.61 per month in 2027 and about 
$9.72 per month over the six years. The City 
Council is expected to consider final action on the 
proposal in September.
	
✔Tree Canopy Survey – Trees are one of 
Normandy Park’s defining features, contributing 
to the community’s natural beauty while 
providing important environmental benefits such 
as cleaner air, stormwater management, wildlife 
habitat, and cooler summer 
temperatures. To better 
understand and protect 
this valuable resource, 
the City partnered with 
the King Conservation 
District to conduct an 
updated tree canopy 
survey using satellite imagery and 
remote-sensing technology. The survey 
found that 52% of Normandy Park is 
covered by tree canopy, approximately 
842 acres of trees, an increase from the 
46% canopy coverage identified in the City’s 
2018 survey. The data will help guide future tree 
preservation, planting efforts, and urban forest 
management strategies.
	
✔Arts and Parks Commission Activity Report 
– Arts Commission Chair Nadia Counter and Parks 
Commission Chair Ron Ebbers provided the City 
Council with an update on recent accomplishments 
and upcoming initiatives.

✔Contract Approved for 
City Hall Remodel Design 
Services - The City Council 
approved a contract with Tovani 
Hart for architectural and 
engineering services related to 
the City Hall remodel project. 
The project is intended to address aging building 
systems, improve efficiency and functionality, and 
extend the useful life of City Hall for an additional 
20 to 30 years. The contract, funded through 
the Building Replacement Fund, includes project 
design, bid document preparation, and construction 
management services. The estimated construction 
cost is approximately $3 million and is expected to 
begin in early 2028.
	
✔Axon Body Worn Camera Contract – The 
City Council approved a contract for new body-
worn cameras for the Police Department. These 
cameras feature enhanced technology, including 
a translation feature that assists officers and 
community members who speak different 
languages. Body-worn cameras are an important 
tool that promotes transparency, supports our 
officers, and helps strengthen public trust.  
	
✔Approval of a Contract for Midblock 
Crossings and Sidewalk Improvements on 
1st Avenue – Local road safety is a top goal of the 
City Council. The City Council approved a contract 
to design two midblock crossings and a missing 
section of sidewalk on 1st Avenue S to improve 
safety. This action will help make the project more 
competitive for grant funding and shovel-ready for 
construction once funding is secured.
	
✔Contract Award for Marvista Park 
Improvements – A contract for the Marvista 
Park Improvement Project was approved. Park 
improvements will include new sidewalks, irrigation, 
landscaping, a new bocce ball court, and other 
enhancements. The Park will be closed in early 
October for construction and will reopen in early 2027.
The City Council appreciates the involvement 
and interest of Normandy Park residents. 
Whether through attending meetings, serving on 
commissions, participating in community events, 
or staying informed, resident engagement helps 
make Normandy Park the special community it is.
