Normandy Park Updates Housing 
and Transportation Plans
T
he City is wrapping up an 
update to the Normandy 
Park 2044 Comprehensive 
Plan following review by 
regional and state agencies. The 
proposed changes are limited to 
the Housing and Transportation 
Elements and are intended to 
address a few remaining comments 
from that review.
For housing, the update adds 
more detail showing how the City’s 
existing zoning and land capacity 
can meet assigned housing needs, 
including housing accross income 
levels and emergency housing 
capacity. For transportation, the 
update adds current project lists for 
the City’s six-year Transportation 
Improvement Program, non-
motorized improvements identified 
in the PROST Plan, and longer-term 
transportation projects.
The Planning Commission 
reviewed the proposed changes and 
held a public hearing on July 16, 2026, 
after which it recommended approval 
to the City Council. The City Council 
will now consider the amendments 
before they are finalized and sent 
back to the appropriate state and
