informed. Here is a summary of the highlights of the City Council 
meetings from November 2025 through February 2026.

✔Ordinances No. 1081 and 1082 were approved 
to amend the City’s Road Standards - A helpful 
tool for cities is to have Road Design and 
Construction Standards. It is crucial because 
it sets specific, consistent, and acceptable road 
design and construction elements for developers, 
private parties, and the City. The approved ordinances amended 
the current Municipal Code and adopted new road standards.
	
✔Ordinance No. 1083 & No. 1084: Franchise Agreements with 
Forged Fiber and Astound - Franchise agreements are a useful tool 
since they outline how utility companies can use public streets and 
rights-of-way. They define responsibilities for both the City and 
the company. The Council approved the agreements with Forged 
Fiber and Astound, which will guide their future work in the City.
	
✔Ordinance 1085 was approved to amend the FY 2025-2026 Budget 
- State law requires the City to review and update its budget 
annually. The primary focus is to ensure that expenditures do not 
exceed the approved budget. After reviewing the 2025 budget, 
staff identified necessary adjustments. Most are due to new 
opportunities that arose during the year or planned expenses that 
ended up costing more than expected. Examples of these expenses 
include the City Hall Assessment Study, which was not budgeted, 
and the 2025 sidewalk repairs, which exceeded the budget.
	
✔Resolution #1026 approving amendments to the Parks and 
Recreation - The City Council approved Resolution No. 1026, 
updating the City’s Parks and Recreation Facility Rental Policy. 
This update ensures the policy aligns with current facilities and 
operational practices. The City offers rentals at City Hall and 
Marvista Park for community gatherings, celebrations, and other 
events. The revised policy clarifies rental rules, expectations, and 
procedures. One exciting enhancement is the ability to reserve and 
pay for rentals online, making the process more convenient and 
accessible for residents. 
	
✔Resolution #1028 Setting the 2026 Property Tax Levy Rate - Each 
year, the City Council sets the levy for the upcoming year. Due to 
a decrease in the City’s assessed valuation, the levy rate was set 
at 1.60. For homes that have an assessed value of $1,000,000, your 
City property tax will be $1,600.
	
✔Resolution #1030 setting the Normandy Park Fee Schedule - The 
City Council adopted Resolution No. 1030, approving the 2026 fee 
schedule.
