requirements are met. FEMA also 
notes that cooperative purchasing 
and pre-negotiated agreements can 
provide access to services at both 
emergency as well as regular services 
pre-negotiated rates, reducing delays 
during emergency response. 
But developing a relationship with a 
restoration contractor doesn’t just begin 
with a signed contract sitting in a file 
cabinet. In many school districts, those 
relationships are built naturally through 
specialty maintenance projects completed 
during summer break, holiday shutdowns, 
or other planned maintenance windows.
